What's the Point?
The H.T.I. Concept is simple. Use
ordinary means to demonstrate the political will for impeachment. Honk
in a public place, prefererably withing earshot or a Congressperson.

What if Someone Hassles us?
If nobody hassles you while you are opposing a dictator,
then you're doing it all wrong. Remember, this movement is all about
demanding a legal remedy to an outlaw regime. We are the good guys,
and don't forget it. Drunks and whack jobs are a minor annoyance. Abusive
Authoritarians are another issue. Many people in authority will find
questioning Big Brother to be unthinkable. Remain focused, and deal
appropriately. You must comply with the law but you and the drivers
who honk have a right, even a duty, to express a political view.
If you are challenged by someone either claiming authority,
or acccusing you of foul play:
- Remain calm in voice and manner.
- Introduce yourself and Identify the challenger
- You might document the exchange (beware of making "secret"
recordings in Massachusetts and some other states.)
Case: An impeach Activist was confronted by a town
Selectman about a local sign ordinance prohibiting pitching a sign
post in the ground. (This person may just object to what you're saying,
(which suggests running a pro-impeach candidate, as well as pondering
new locations for a honk event.) Stick to the subject they raise, and
work with authorites to resolve the problem (or non-problem.)
The problem evaporated when the complainer failed to follow through.
What if Cops Threaten me with Arrest?
Some cops love
to make up phony complaints. What you would do well to prove is that
you were messed with because the
person in authority sought to stifle your political expression. Your
right to invite Drivers (and others) to Honk cannot properly be
prohibited as disturbing the peace because the point is political expression.
You may be required to work to exercise your rights. Remain practical,
and focus on the goal, encouraging impeachment.
What if Cops Threaten to Cite Drivers!
This is a scare tactic, and unlikely
to happen. (But we'll keep tabs on it.) if the cop follows through,
he's going to have to come to court to face the angry motorists, any
number of whom might file suit against the town for infringements of
the First Amendment Rights. No smart police force wants to be at war
with its own people. Because the honk is overtly political, it is protected
in a way that honking at an obnoxious driver usually is not. This
does not mean you can't lose a case, but you have a winning hand. Remember
that Citizens are honking to save our very lives.
You might remind your police (either
on the scene, or later at the station,) that a crackdown would likely
embroil their department in partisan politics, and that situations
like that can have unforseeable consequences. Tell them you will retain
an Attorney, record license numbers, and prepare a comprehensive defense
based on the First Amendment.
